In Springfield, Missouri, we had a task force dedicated to stopping graffiti. They said the graffiti was caused by gangs marking their territory. Personally, I think it was caused by kids who wanted something to do. For a while, I wanted to get a can of black paint and a paintbrush and carefully write on the side of a building, "I AM NOT IN A GANG." I never did, though, out of fear of being arrested.
